@comrade it seems that there are two chains (people, events, inherited powers ... etc) that will one day lead to the return of those two figures,
Blackbeard is clearly shaping up to be the Key to return of this Zombie Oars-Like Figure,
While Luffy might be the Key to return of this Moria-Like Figure, (Him starting his Adventure in a Barrel is a Foreshadowing that He is an Offering to Sea God)
Which might explain why Imu was holding only their Wanted Posters when Introduced.
Oda calling Mihawk "Storm" in his Introduction shows that this Word could refers to a Person who represents an Unstoppable Force because that's how He was basically in Baratie Arc,
So the saying "D. will bring another Storm" could mean that a D. Character or more will be the reason a Certain Figure will return,
WG aren't afraid of Luffy & Blackbeard, They are afraid of who They will end up awakening (Similar to how Zombie Oars was brought back thanks to Luffy's Shadow)

So the World now is torn between two choices, either accept that you can't have One Piece & live under this Villain's Narrative, but at least Life goes on, or force this Villain out & try to beat him, but failure means an even worse Ending. (This is why Rayleigh said that there are different conclusions to be made from learning the truth)
Maybe those Kings weren't against Joy Boy because either of them were Villains, but it was because They didn't agree to his decision to challenge this God, WG is an Organization created to keep order & peace motivated by fear & understanding how dangerous the truth can be, but it obviously got corrupted over time, and they want to do a cleansing to kill all of these "Rebellious" Thoughts,
In Conclusion, People should stop limiting their vision to only the Two sides we keep seeing always, the true villains are those who laugh in the distance, similar to how Crocodile was laughing at Arabasta's Conflict.

Lol that was one the first few times I have been serious in a while. Yeah I am probably one of the biggest Mihawk haters here but when I was seriously invested in this shit... I wanked Mihawk more than his fans. Pushed him over Roger/Whitebeard too despite being a firm believer in Shanks >= Mihawk. He is Shanksu's greatest rival after all... then I realised that this stuff was boring and the people here don't care more than pushing their agenda. So I did it too. It's probably been too long to return to that serious scaler that once appreciated Mihawk (nor do I want to after witnessing the shanks hate in here) but maybe deep down he exists somewhere. Lol.
On Zoro: I used to be a big Zoro wanker. As much as I shit on his fans now, I still love the dude and I have no problem with him being upscaled. I enjoy it if anything. I still am very high on Zoro and I rarely ever slander him as a character(only his fans). Dude was my first ever "agenda" too.
But that's enough seriousness. Mihawk is still trash

Pirates could only fire their gun one round, then the go to weapon to primary fight was the Sword, it's undeniable..
Claiming, World Strongest Swordsman is above all Swordsmen without context is braindead logic.. This isn't reality it's a manga with powers, and you need to adjust accordingly.. World Strongest Swordsman is a CoA niche, it does not relate to abilities like no touch AdCoC.. Swordsmanship is Blades connecting, that's the whole point..
