The easiest way to tell how this is a clear case of leeching is by playing a game of substitution.
You can substitute post Yonkou reveal Shanks scenes with Xebec and they all make sense. Heck these are Xebec level no less.

You absolutely cannot substitute Mihawk with Xebec and the scenes make sense.
-Being lumped together with the rest of the Warlords during the great war
-Marco being confident in sending Vista to stop him, Vista smiling in Xebec's face saying postponement would benefit them both.
-Crocodile stopping Xebec's advance during the war.
-Xebec and Crocodile working together as equal partners under Buggy the Clown
I don't even like Shanks one bit, prefer Mihawk any day of the week but there's just no point to me lying about these cartoon characters. Oda has no intention at making Mihawk this larger than life character greater than Shanks, let alone Xebec. If he did, we wouldn't have gotten the scenes we already got. I'd love to be proven wrong, but everytime Shanks is mentioned or shown it's some godlike moment.
The second Rocks leaves the Flower Chamber, IMU picks up his denden mushi: "Ayo, Saturn, my man. Call Garp, call Roger, call the giants, call whoever the fuck you want--I need that creepy guy gone. Forget extinguishing his light: I want his guts exploded everywhere in perpetuity!"
To be honest with you, my whole persona on here is a gimmick because serious powerscaling is boring as shit. Back when I used to seriously scale, I was a big Mohawk defender too. I had Shanks just above Mihawk by the tiniest of margins. If Shanks was 100 then Mihawk was 99.9. But Mihawk fans here are just unbearable so I just can't help but hate on him. I call him fodder and shit but jokes aside, I have him as a near equal, if not equal to Shanks. I got no problem with Mihawk > Shanks either. It's only a problem when the fans here constantly shit on Shanks then use him to propel Mihawk in debates. Or push Mihawk far above when he has shown nothing to prove it. Dude's a cool character tbh when I rewatch stuff with no agenda but with his fans I just can't help but hate on him.
Outside of agendas and when I'm not focused on this forum, I actually have no problem with Mihawk or Shanks.
I like both Mihawk and Shanks and I do find both to be very interesting characters but at the same time, I'm also not a huge fan of them like some others are.
The ones I always have a problem with are the sword stans and sometimes Shanks fans who can get really annoying, especially the sword stans.
Which is why I will sometimes slander Mihawk and even Shanks just for fun.
Mihawk for example despite how I will sometimes downplay or slander him, in reality I still have him above so many characters including the Elders, Kaido, Big Mom, and Blackbeard.
Most Sword Stans truly believe that some people legit hate Zoro and Mihawk, but in truth most have no problem with Zoro and Mihawk, what they hate isn't them but their annoying fans.

Blackbeard is clearly shaping up to be the Key to return of this Zombie Oars-Like Figure,
While Luffy might be the Key to return of this Moria-Like Figure, (Him starting his Adventure in a Barrel is a Foreshadowing that He is an Offering to Sea God)
Which might explain why Imu was holding only their Wanted Posters when Introduced.
Oda calling Mihawk "Storm" in his Introduction shows that this Word could refers to a Person who represents an Unstoppable Force because that's how He was basically in Baratie Arc,
So the saying "D. will bring another Storm" could mean that a D. Character or more will be the reason a Certain Figure will return,
WG aren't afraid of Luffy & Blackbeard, They are afraid of who They will end up awakening (Similar to how Zombie Oars was brought back thanks to Luffy's Shadow)
Imo it's also the reason why One Piece cannot be Used, because it's similar to Sunlight in Thriller Bark, it's what everyone dreamt of, but as long as Moria still there, then the Sunlight would actually "Erase" them (Void Century for example could have been erased by One Piece itself, not WG),
So the World now is torn between two choices, either accept that you can't have One Piece & live under this Villain's Narrative, but at least Life goes on, or force this Villain out & try to beat him, but failure means an even worse Ending. (This is why Rayleigh said that there are different conclusions to be made from learning the truth)
Maybe those Kings weren't against Joy Boy because either of them were Villains, but it was because They didn't agree to his decision to challenge this God, WG is an Organization created to keep order & peace motivated by fear & understanding how dangerous the truth can be, but it obviously got corrupted over time, and they want to do a cleansing to kill all of these "Rebellious" Thoughts,
In Conclusion, People should stop limiting their vision to only the Two sides we keep seeing always, the true villains are those who laugh in the distance, similar to how Crocodile was laughing at Arabasta's Conflict.
So who will be endgame Moriah and Oars? Will endgame version of Oars be a weapon to endgame version of Moriah like Zombie Oars was to Moriah? What will Mihawk's role be? Will he be associated with those monsters, e.g. one of them being the god Mihawk worships? Who is the true endgame/bigger bad of the story?

Obviously it's referring to Blackbeard himself. Indicating that he isn't the only one within that body. It could be different personality or soul or whatever, we don't know yet
