Kaido used Roger because he’s the only one to become the pirate king, but it’s clear that Rox didn’t have that ambition and instead wanted Imus throne. And Rox’ era was ended by a combination of Roger Pirates, Marines, and WG fighters. It was not ended by Roger and his pirates themselves.
Whitebeard by every metric was at the very worst ~ Roger. Roger even if you have him stronger, is still approximately equal to Primebeard. As such Rox being named stronger than Primebeard sounds like odas way of saying he’s stronger than Roger as well. I mean, why else would Oda have Roger be rivaled with two of Rox’ subordinates
