If Shiryu = Xebec seems more realistic to you than Mihawk = Xebec, i've got no problem.

Neither will be equal to Xebec. Why are we acting like Zoro only ends up barely stronger than his opponent every time he fights them? He always ends up multiple tiers higher after unlocking his PU. All we need is Shiryu being one tier lower and Zoro can end up stronger. Prime Shiryu > Mihawk is definitely a foreseeable future though
