Admirals got hypetooled for Xebec meanwhile Gunko pretty much confirmed to low-diff flame emperor Sabo. It’s over for admirals

That's just Imu taking over Gunko. HKs are beyond useless. Just look at the way they behave compared to Admirals, Kizaru had Luffy twerking meanwhile Sommers is sweating just thinking of having to face Luffy, they're doing their best to avoid a conflict with Luffy.

So it's not that Luffy didn't receive Yonkou lvl treatment from Oda it's just he didn't run into the right characters. HKs are weak enough to serve as hype tools for Luffy's prescense. Kizaru not only didn't care he had Luffy twerk instead and ended up feeding him. Luffy becoming a Yonkou wasn't enough for Kizaru, Xebec seems to simply scale above that.

HKs are also never to be found in the holy land when shit is going down against the revs or Xebec. If that is their job they are incredibly useless when it comes to it.

Your argument lacks nuance
The 3 billion is a fixed fee by rank and has nothing to do with competence but if you want to run with that , that’s also fine. Just add garp and sengoku to your list of exceptions as well.
