I don't see any character as of now who can do all of these and then side quest diff an Admiral....well based on current feats.
Perhaps information of Roger's achievement of getting One piece got spread like a wildfire and it went out of WG hands to cloud Roger in mystery.
All they could have done was execute Roger to deter pirates which they did.
