Top tier is kinda like commander level earlier in the timeskip
At the beginning most people thought only a handful of characters were commander level and an even smaller handful would eventually reach commander level. Especially after seeing how much effort Luffy had to put in to defeat Doflamingo, Cracker, and Katakuri
Then we get to Wano/Post Wano and every other relevant character is in the commander tier
It’s the same with top tier. In the beginning it was explicitly the Yonko/Admirals with people being very reluctant to even put legends like Rayleigh in the same weight class as them
Now pretty much every relevant character we meet from this point on will either be a top tier or is on the verge of becoming a top tier
Like I think a lot of people expected Gaban to be decently strong if he showed up but nothing like this. I honestly wouldn’t be surprised if certain characters we know very little about like Prime Tsuru or the Admiral candidates are also top tier combatants (though Tsuru has a bit of setup since Doflamingo shit his pants at the thought of running into her)
I don’t believe in the whole “a million characters will powercliff Kaido” by EOS take but I do believe that Oda will raise the floor significantly. Characters like Grus or Helmeppo could be in the top tier range by the end
