This admiral could scale to Kizaru, Zephyr or to Gion and Tokikake because those two were meant to be admirals as well before Fujitora and Greenbull beat them to it.

Furthermore, it's canon that Akainu's navy got significantly stronger than the previous generation. Isn't it maybe because the new admirals are also pure monsters?

That Admiral was at least as strong as Leanbull. The Navy didn't promote the candidates even though they badly needed replacements. There's a base level of strength and we can assume the Sanji victim Leanbull makes up that Baseline.
