Either way it's still collective punishment unless you want to argue All 100k of army members was making fun of Roger's crew.
It's literally destroying the country because you destabilize it.

Rogers crew is literally there and took treasure (which is how Shanks was found). He could have been gifted it years later. Also a myriad of pirates were there, he could have plundered it from them later on.
Im expecting a little longer than that but due to the sheer number of characters and plot reasons.
We need to see:
- How Shanks was saved by Dragon
- What happens to Teach after GV (likely Whitebeards first "son" so to speak)
- Potentially what happens to many Rocks pirates after the event
- How Rocks dies and why Roger and Garp felt the need to stop him
- What Garling wanted in GV and why Saturn was there (probably connected)
And Im sure Oda will draw a few significant clashes but yeah not straight up fights.
Im thinking more than 2 but less than 4 to do all of this.

Sure but for him to think about the scar he got from Roger by simply seeing his apprentice, it would be like Luffy thinking of the scar he got from Akainu by simply seeing Kizaru or Kuzan.
It's not impossible but I doubt it. Though you make a good point about him not having a scar in Oden's flashback, maybe it's just Oda forgetting about Garling scarring him. Who knows.
