I was thinking something similar. Maybe they started to fight but then Xebec tells them why is here. They try to help him, and Imu comes in and starts killing everybody.
We have Xebec, Garp and Roger vs Imu. He overwhelms them.
Xebec sacrifices himself and stays behind to save his son that WB saved while his wife dies.
To save face, WG says that Garp was the hero.

if Imu can domi reversi Rocks with no problems then it's stupid writing. If he can 3v1 Rocks, Roger and Garp in a vessel you assume limits his power that's also stupid writing because that means Luffy would get folded when they clash in Elbaf.
