I came at you because I'm telling you Oda does not give two shits about titles the way you think he does. There are certain characters he goes out of his way to show readers are the exception and that do not fall under the title. Garp is one of them, being confirmed to us by Oda on a weekly basis with this flashback. He is tripling down on it.

Im going to assume they surrounded the trio and the trio had to fight their way out, for the bolded its stated right after that they had no time to fight and after that they met with the Roger pirates in the city. It does seem to me that the mission at hand was still to go find shakky, treasures, and fruits which should all be in the center or close to it. Garp came from the sea so he wasnt between them and the center.

That Garp, he’s simply a beast, he’s the strongest Marine, but he was attacked and the attack didn’t have much effect on him, fine — but why didn’t he jump on Big Mom, WB, and Kaidou after that, and just let them go?
It shouldn’t be that hard to follow at least one of the three here.
