We never saw Kuzan’s full power on hachinosu.

But we never saw Garp absolutely devastate an island the way Akainu and Aokiji did.

Kuzan doesn't have to be above Garp like Koby does though. That's the thing.
Koby is the newgen Garp, his protégé, and he aspires to be an Admiral. He HAS to surpass Garp. Kuzan doesn't.
