There’s a reason why Kaidou considered Shanks capable of fighting him but still said he was weaker than him. It’s the same thing with Roger—Roger never actually defeated Kaidou. Roger couldn’t even DEFEAT Oden, who wasn’t even in his prime, the same Oden you all mock for his endurance because he lost to Kaidou with just a casual blow.

The combination of speed, lethality, and durability should be illegal. Imo Oda should have made Kizaru someone who is hard to tag but not hard to hurt. This is how I envisioned Oda could somewhat balance Kizaru. It's how most mangaka deal with speedsters who are known for being the fastest. Instead he stacked some of the highest lvl durability (he's far more durable than Kuzan for example) ontop of his already broken and hard to touch skillset (the dude has the best range, top lvl DC and already has dura negation ontop of top 1 speeds). He's completely imbalanced in a hypothetical all out fight...

You said again and again, and i listed you the times he was brought up and asked where is the again and again. There's only 1 character in this series that's about "how the marines should be", that's Fujitora. That's it. Koby is your status quo guy who's doing what others before have been doing for ages, does Oda need to spell it out for you and show you each incident of guys like Smoker/Drake/Hina/etc saving civilians from pirates?

Actually let me add this because it seems like you're bringing in your disagreements with how Koby handled things when that's less relevant than how Oda is casting Koby's actions.
Defying actions he perceives as unjust in the heat of battle, with overwhelming empathy, shows conviction and heart that Oda will want the Navy to embody to some degree.
That doesn't mean that his vision is what the Navy will wholly stand for, but the thrust of who Koby is has greater relevance for the state of the Marines EOS than any other individual Marines.
Smoker's position EOS as a Marine could be higher than Koby's and I'd pick him as an administrator over him 7 days out of the week, for his experience and his morals; but that doesn't mean his arc deals as heavily with Koby's on the Marines as an institution and how he represents it as he advances vs Smoker's limits within that machine that he bucks, and what will likely lead him out of the Navy at least for a time.

With Kid and Law, Oda did a thing where he made Kid the conqueror, whereas Law was a D, with Luffy obviously being both.
Given how Koby is clearly set up to be a conqueror, I wonder if Smoker might actually be a D.
We don’t know what Smoker’s real name is imo. “Smoker” sounds like an alias, like Akainu or Aokiji.

I mean, Garp couldn’t even land a hit on him when he was young—that already shows the level of difficulty in hitting a prime Kaidou with FS. But landing a hit isn’t even the issue—Kaido could just take the attack head-on to mock Garp.
