I believe pluton terraforms.
So, it would be producing a mineral layer between the ship itself and the water to avoid touching it.
In order to float, the ship needs to make an outer layer.
This is the biggest reason I never considered pluton eating a devil fruit, the fact that it would completely hamper its abilities to function as a ship.
But since I believe the ship can terraform and created the walls that serve as Wano's borders to begin with, it's possible it could create a layer of Vearth or minerals, to separate it from the water.
When underwater, it would be operated by its crew using its cyborg parts to move it when it can't move itself.
Is pluton can produce flame cloud like kaido, it should be able to float, too.

This is probably the first time in an arc where Zoro's opponent is orders of magnitude viler than his teammates. 
King, Kaku, Mr. 1 (who attacked a kid btw), Pika, and Ryuma somehow didn't feel that much viler than their teammates. Super Sommers is genuinely the vilest CD so far that isn't a Gorosei. As vile as Garling, imo. Even Charloss doesn't feel as vile as Super Sommers.

I don’t think the actual Rain God’s power to be literal Rain/Water just like how Luffy’s powers aren’t Sun/Fire based. I believe it’s the Yami Yami no mi.
Same thing I believe when it comes to the Forest God, I think it’s simply is Imu’s devil fruit rather than Chopper or Greenbull and the Earth God is Akainu

Basically I believe that these devil fruits being “Gods” is something people attributed to them, as in I believe these fruits were created by the civilization that dominated the first world but they only created 5-10 and because they were extremely rare, devil fruit users were worshiped as Gods no matter how straightforward or simple their powers may have been.
The human who became Nika, simply ate the rubber fruit, the human who was later worshipped as the sea/rain God depending on the era/people ate the Yami fruit etc…
The battle described in the Harley between the Sun God(Nika with the Gomu Gomu) and the Earth God(Mam who ate the Magu Magu) created the red line
Which is why I think in the final arc Luffy will fight Akainu, then BB then Imu
