"doesnt feel like" is such an unconsistent Argument.
Kaido doesnt Need to rule every god damn unit on the Island, when he has subordinates which do it for him, for example with Queen and Udon, Orochi with the Flower Capital and stuff. It worked well for 20 years, why should he now be worried something went wrong? Nobody challenges his leadership here and when needed, he will take the lead, but so far, it was simple not needed.
