Luffy will surpass Roger by accomplishing what he couldn´t, for whatever reason that is, mostly because of the ability that Mihawk pointed out.
You will never get a comparison that Naruto did.

Just to be technical, WSS does not have a upper limit, and no title has an inherit level of strength, they are not absolute titles, but relative ones.

It's just ludicrous to assume Roger could be a swordsman or the WSS; something which wasn't even hinted ONCE in the entire manga.
