Well, you said he is going to be fooled again, believing Orochi and Kaido again. And I said nope. What he was planning or buying time for? Dunno. But at the end the scabbards escaped and he held his speech to the Wano folk.

Oden's last words were to the Scabbards and then to Kaido. He didn't have any speech to the wano people, Shinobu is the one who BY RANDOM CHANCE said something.

He was in fact fooled and the excution was changed to killing him and then his entire family as well which wasn't even part of the original

He realised AFTER thinking about it on the boiling pot that he won't make it out alive. NOT BEFORE

And once again, the bet was that Oden had a point that required him to make a deal wth people who'd already fucked him over and that the one hour actually meant something. And none of this was the case.

He ended up managing to help the scabbards escape and BY DIVINE INTERVENTION Shinobu stepped up to explain his business but none of this was part of any plan before the execution
