Luffy fought Doflamingo along with Law. He didn't really grow from that fight. Which was seen against Cracker, where he again was overwhelmed and beat him with a cheap shot when having aid from Nami. His stats didn't improve. His Haki didn't improve. Only vs. Katakuri, he really had a power up. And now in Wano, he considerably improved his CoA as well, which probably will also allow him to maintain G4 for much longer and at a lower cost.

Luffy came out stronger from the timeskip. Oda heavily emphasized in both Manga and Databook, that Zoro wants even more to be good at his role as Luffy's right hand man. Acknowledging Luffy as his captain power wise (saying he would expect CoC from the man he serves and telling Pica that he will handle him himself, because such a small fry cannot be reserved for his captain).

Luffy himself stated he was getting the powerup to surpass Katakuri, not to beat him. He could have beaten him by draining his Haki.

Later in Wano, he was able to predict the future 3 steps ahead. He definitely mastered FS during his fight with Katakuri, rather than having it manifested inbetween WCI and Wano.

I'm more shocked that people aren't excited for HOW Luffy's crew will surpass themselves and get to that point. I really do think we have another Enies Lobby type arc on our hands, but people will just call them "asspulls" because its apparently unbelievable if Zoro/Sanji defeat Yonko Commanders. The strawhat crew will surpass a Yonko this arc, possibly two. Oda WILL write it in a way where Im, Blackbeard, CP-0, SSG/Vegapunk, Shanks and Akainu could feel more threatening, characters who have barely been featured in the story still.

2 things

We know fs isn't reliable when the user isn't calm and composed

Kaido might be insanely fast to the point that Luffy might not have had the chance to dodge even if he could use fs in this situation

And? That doesn’t have anything to do with the refutation of your claim that there are no consequences and the like. It wasn’t unnecessary, it wasn’t not impactful.

It was unnecessary, since his death added absolutely nothing to the story. Luffy kept goofing around in Udon. Zoro and Sanji kept trolling each other in Kuri shortly afterwards. His death didn't even serve a special purpose. He had already written and delivered the new message before his execution. It was just there ... to be there. This was one of the rare occasions where the execution (quite literally) was done well, but the purpose was missing. It wasn't really tied into the story all that well.
