Tbh, it makes more sense than you think. If he hasn't visited Onigashima before then this labyrinth of a place would be almost impossible to get through. He could easily send his birds to the capitol building because he was very aware of it's location and setup.

Not to mention, the people who found out that Kanjuro was the traitor from the beast pirates are all defeated(The three ships). And they didn't even know that Kanjuro was the traitor until he exposed himself. Orochi was smartly tight-lipped about Kanjuro's identity.

Even now he should be until he sees Kanjuro for himself since he could still be with the alliance.
