Tbh i dont even think his armament is even bad tbh
Its just unlike most characters his is more often being tested. Mainly cause hes the only dude getting fights but still

• Hody broke through his invisible haki with his strength thing being his jaws
• Bellamy broke through his haki through sheer force
• Doffy broke through it a few times but luffy did the same to him
• Crackers soldier couldn't pierce through luffys haki
• Even against katakuri he used block mochi to make his attacks/armament better

Well yeah, but I mean for a guy who wants to beat a Yonko, his level of hardening is just not up to par. His brute strength is good, his speed is good, his CoO and penetration Haki is also good. The level of hardening is still below a lot of YCs.

If it enhances his kicks then Raid suit Niji should have blasted and broke oven's neck like base sanji with no raid suit did.

But Oven didn't even move an inch even with raid suit.

The point is his hardening is dog shit. From hody to kata theres a world of difference.
Even in how hard they hit. His haki has been broken or stated to be weaker than all his opponents post timeskip bar cesar.

Guys Gear 3 has more raw power than any of Sanji's attacks...It blocked a Power Mochi ffs. That's stupid to discuss. It's just Sanji's attacks are faster.

Gear 3 > Red Hawk in terms of power, but Luffy prefers Red Hawk more because it's faster/concentrated plus it has fire.
