No because Pedro was the leader of the Guardians, so he was the strongest.

Only Sicilian has the same standing as Pedro, the others are all weaker.

Pedro was an equal match to Tamago in Base and Pekoms was an equal to Tamago, so assuming that Sulong Pedro is solid Vet level is already being very generous.

I was thinking the same thing. Sanji using his stealth speed and invisibility to try to rescue Momo a king notices him. They have a quick clash in Sanji moved on
