I believe Luffy knocked out P1 because after he hit him we don't see him again until the next chapter. If he wasn't knocked out he should have attacked Luffy while he was fighting his sister or after Yamato showed up.
Sanji surprised attacked P1, without the RS, and knocked him to the ground while he was eating and talking to the citizens of Wano. The rest of the battle Sanji was using his RS. He did knock P1 down again but P1 also overpowered one of Sanji's kicks and forced him through several buildings. The last attack from Sanji was the last attack of the fight.
Luffy is clearly stronger than Sanji. He should be YC1+ minimal. That puts Luffy several levels above P1. The stronger you are the less power you need against weaker opponents. We can't say that gap exist between Sanji and P1. Do I think Sanji is stronger than P1, yes. The question how far does he have to push himself to deal with P1 durability and recovery powers.

Let's not forget this panel where Yasu himself tells them to go to Onigashima. He viewed Kaido as the real threat and so did everyone else.
Zoro killing Orochi would've done nothing. Kaido himself showed how insignificant Orochi was when he sliced his head off and discarded him like trash. The real threat has always been Kaido.
The only reason people wanted Zoro to fight Orochi is so they could say he fought a weakling and proceed to clown him
Really just really who else do we know that attacked page one and we didn't see him again... oh yeah sanji

As you can see Page one is trying to wake up his sister who is clearly knocked out the reason he didn't chase luffy and yamato was because hes worried about his sister. IT all happened super fast while page one was hit by G3 instantly luffy was grabbed by ulti and yamato swooped in. If Page one was knocked out how did he see Yamato do that too ulti?
