I don't know where the Sanji info is from but the Jinbei Robin info is from the 5ch spoiler and 100% correct as I asked a source to confirm and they said it was

The suit doesn't absorb damage, Sanji stil feels the whole impact. It's just like wearing an armored vest - even if the bullet doesn't go thru, you will stil feel the impact of it.
And just the fact that Katakuri could damage ichiji and some bullets could pierce thru it, shows that the RS is not that crazy durable, that can block everything. Sanji's own durability and haki had to play a major role here.
