Base Zoro speed has always been better than Luffy. Luffy needed G2 for CP9 speed. Zoro was using the same speed he always had and fought Kaku and Jabra.

Zoro beat Brook, who is confirmed to be the fastest SH. He beat Brook who was amped up on a stronger body.

Zoro was dodging lightspeed attacks from Kuma, and didn't get stomped even though he was already badly injured.
Enraged G2 Luffy got immediately stomped by Kuma.

Zoro and Brooks attacks are basically teleportation. Luffy has no feats of such manner.

Nobody in the crew was ever or is faster than G2 luffy. Even Sanji...The Oven Speed Blitz is probably the first time Sanji ever moved at speeds comparable to G2. G2 is speeds is actually pretty damn fast tbh....Rob Lucci was disgustingly faster than the rest Cp9 members. He was the only one who combined Geppo and Soru together creating insane speeds called Kamisori..... And G2 Luffy had to react and keep up with that speed.
