The thing is Zoro would, at minimum, push them to extreme. People just have to understand that Zoro normally doesn't start off at a high level or max level. He starts off at a low level that is based on the strength his opponent has shown. Then works his way up. That is why, even though Zoro held his own against Fujitora, Pica could still clash with Zoro without being quickly defeated.
Look at the spoiler. Apoo is barely holding on. He tells us they are too much, he can only block, not attack and their last attack forced him back.

It's not only Ulti who did harm to Nami. Page One is also there. So the new Judge's son would rather prefer smacking fodders and let Nami be killed by a random bitch and his brother rather than saving him? I thought his CoO is top level and he would instantly hear a lady's crying.. Oh right, that was good old Sanji's ability. Judge's son can't do that anymore.
Good old Sanji protected Raiju from Big Mom (a woman) yet Judge's son doesn't come when Nami is badly beaten, bloodied in head, and almost dying.
