Franky especially with his Shogun has been shown to be close at least Aoe and destructive feats wise. This is why he took out a number out, when its shown it takes a strong attwck to take them out

Franky's strongest AP Pre Timeskip was comparable to the Monster Trio, He literally sent a Pacifista flying and Overwhelmed Monster Chopper with his strongest Pre Timeskip attack

It's always been Brook-M3 Speed but low AP. Franky- M3 AP but the slowest in the crew
