I don't think he can swim per say, but I do have a theory that Devil Fruit users who have extremely powerful CoC can somewhat combat the negative effects of the sea. The higher the Willpower, the easier it is to withstand the seas effects.

This actually makes sense. Or that he just sinks to the sea floor, but can breathe underwater in his hybrid/full forms.
