For them to be just ripped they have a very clear pattern of bite marks following the same side of it, like a line of teeth, and with the same round shape as those of Linlin.
And it is interesting that the only two people, as explicitly stated in the chapter (so no agents), to witness whatever happened then were:
1) So horrified by it that the whole giant tribe couldn't even pronounce her name anymore (not some CP agent's).
2) So interested by her that he wanted to join her, but still terrified she'd come to close.
The CP0 had nothing to do with it. It's obvious that Linlin ate them.

The giants were probably disgusted by learning that the house of lambs was actually a child trafficking operation. If he saw carmel use linlin as a puppet he'd be just as disgusted as seeing her eat people. Streusen probably thought it was hilarious that a little kid beat up a team of government agents
