The past villains are almost all still in play.

Vegapunk is still alive, Lilith. Gorosei had Vegapunk and Egghead as their territory to begin with. They just lost part of their resources since Straw Hats got Lilith. Then they had their secrets broadcast to the world.

Past villains arent still actual enemies in this story that matter. The Gorosei work for Imu. Kizaru works for Akainu. This is not the same thing. It would be like Doflamingo not truly losing in Dressrosa after 100 chapters and then still being an enemy in Wano with Kaido (which thankfully he wasnt).

However this exact problem technically happened with Big Mom. We spent 80 chapters with her in WCI and only Katakuri lost. Then she took up 30% of Wano with her own shit lol.
