Maybe they want people to believe that because for some strange and god forsaken reason people think Hancock is weak. Maybe fuji is going for Mihawk and we see an admiral get pushed for once.

Koby looked like he was already very close to the island but in this chapter Fujitora looks like he has some distance to wherever he was going to since there is no clear land in sight
