That's a possibility as well, considering that one commander has a buff ability which could make the commanders even stronger during a team battle. Besides, everyone knows that the amazing thing about Fujitora isn't his durability, it is his AP and AOE.
Restricted Admirals cannot use their DF at their full potential, this nerfs them much more than Big Mom or Kaido without DF, at least they have their physical strength which is >>>> high tiers.

I always thought Marco is the strongest YC. His DF is just too important to make him weaker or as strong as Kata or King. Furthermore, it is also not farfetched to think that Marco could have top tier haki as well, at least advanced Ryuo.
