Why not! There must be some context behind Luffy vs. BB other than both trying to be PKs (specially since they both hold completely different meaning to the title).
Bisentos are frequently used in Wano, the country of swordsmen. But I guess if Zoro loses against a Bisento, he can still call him WSS by saying "it was a blade, not a sword".

In my opinion Garp is the strongest character in One Piece, perhaps not nowadays in the story, but at his younger age he must have been a damn monster. And yeah I agree that he would've obliterated Sakazuki.
