If it is him, then they may know about it and just fall under his command. Yeah itherwise hes been hiding it from everyone save Beckman?

Easier explanation is just that its another family member. The man in 907 is still Shanks, its just that he has a surefire connection to the WG where he can show up and his not have complete animosity with his God Knight family member.

Imu, Uranus, maybe the top Gorosei or Holy Knights could be stronger than admirals.

But there aren’t 14 random new characters that are stronger than them. You’d have to be braindead to think that.

I don't know about "stronger than" but at least 2 or 3 Holy Knights could be top tiers relatively on par with admirals (so Luffy, Zoro and Sanji can get a fight instead of steamrolling everyone on their way).

Of course no more than that or they would be unbeatable by any group anyway.

Robin could be wrong? Of course, but when she said what she said, she was referring to the whole WG forces.

Again: she could be mistaken, but saying this is different from saying that she was referring to just the Marine, which is untrue unless one thinks that she used another word instead of "marine's" just for the fun of it.
