What did y'all expect after Sabo had 600M?

It was clear that their bounties will be low but this isn't bad. They're above Zoro,Sanji,Jinbe who are fighting commanders

I though the Sabo effect was more like that he was young and the new chief, because that I accept the 600mio, since we all know Sabo easily getting more bounty later.
But the others are veterans over the world, kinda expect more in that case.
