Luffy get such a bounty after beating two commanders+fighting BM+controlling Capone and Germa66 and get wanked by Morgan.

Marco had over 4 decades to gather that bounty, was the right hand of the strongest Yonko and caused a lot of trouble in Marineford, no excuses to be made here.

I read Marineford. I read Marco had 27.5 commanders backing him and Coby had to come crying like a bitch because Marco couldn't stall Akainu.
