Their combat skills where incredible before they use sulong, Inu stop Jack swing with one hand:

Inu and Neko are incredible powerfull and even Luffy was surprise that they lose to Jack, meaning how incredible Luffy see them as monster, a fucking supernova was shitting his pants by just a injuried Neko alone:


Base Inu/Base Neko=Doffy/DR Luffy
Sulong Inu/Sulong Neko>Doffy/DR Luffy

They are physical monsters, have incredible stamina, great speed, great swordmanskills, great adv CoA.
Things who are need to fight guys like DR Luffy/Doffy equal.

As far as I recall the Dukes were portrayed to be a serious challenge for Jack even individually. At the end I think the latter would likely prevail against a single one in a one on one. But if they took him with their Sulong Modes he would get steamrolled.
