Context makes clear it's referring to CP0 in its entirety and not Guernika
Hell Guernika's name isn't even mentioned... and image shows several CP0 agents, instead of just Guernika
In fact Artur just confirmed
The original text says "世界最強特級のエージェント!!", which basically means "An agent of the strongest division in the world!!". I feel it refers to CP0 masked agents being the most elite rather than Guernika alone, so as usual I wouldn't put much thought into the flavor text
This is the same words that were used when CP0 was introduced in the manga, "the strongest intelligence agency in the world". Generally Vivre Cards just repeat what is stated in the manga, so I recommend being cautious when trying to interpret their text
世界最強特級のエージェント uses the same phrasing as a lot of the other worlds strongest titles. 世界最強の剣士 for mihawk etc. it would probably sound more natural as "World's Strongest Special Agent". エージェント is just "agent" in katakana. remember mother carmel powerscales the highest levels of CP0 as equal to fleet admirals

it could totally be plural though. in context hes right and its probably plural. its never really clear in japanese and you need context or specific counters

I've had another Japanese speaker tell me "world's strongest special agent" as well. I've only seen Artur and twitter folks saying that it's a reference to CP-0

I don't know enough Japanese to make a distinction though, but common sense really pushes me towards the narrative that this is some fuck up somewhere. (Either in the VC wording or the translations by fans)
I really think they were trying to say an agent OF the world's strongest special/agency.
