Well you have to think about this way:
After Punk Hazard, Luffy's main opponents were:
Doflamingo (CoC user),
Katakuri (CoC user),
Kaido (ACoC/CoC user),
5 Gorosei (all of them have CoC, if you count that as a fight).
Why should it change now when bigger players will appear? Now Luffy's gonna stop fighting other conquerors? Akainu is Fleet Admiral, he leads the navy, unlike Kuzan. Blackbeard is obvious. Heck, we don't even know if Luffy will fight Shanks as well. Who will be Luffy's opponent in Elbaf?

Blackbeard inflicted a scar on Shanks without any broken DF, that's the information we know so far.
Gura being ACoC alternative doesn't make sense because if it was the case, Primebeard wouldn't have ACoC. Yami is complete DF negation, while Haki only attacks the true body.
I can totally see Blackbeard amplifying CoC on his quake punches when fighting Luffy. Or when he is not spamming gura powers but instead uses his zoan mode.
Luffy wouldn't need a higher PU than ACoC if Blackbeard has no ACoC. He cancels G5 with Yami, okay, Luffy still has skysplitting ACoC who can still battle Blackbeard's gura.
It would make a difference if Blackbeard also has broken ACoC, so current Luffy would be forced to go beyond his limit, otherwise he'd be washed by ACoC gura attacks or whatever BB throws at him.
After all, Roger clearly had something to equal Whitebeard's ACoC + awakened gura power output. Unlike Luffy, Roger was even DFless.
