I'm not shitting on Luffy for having no growth. Development isn't necessarily character growth. But Zoro do have that. It is clearly how he became less naive since Luffy saved him and then he is barely trusting anyone outside the crew.
Luffy has shown plenty of character growth.

- His interaction with Tama when she got mad after he told her Ace was dead.

- Stopping Yamato attacking Kaido knowing the scabbards deserve the first hit.

- Breaking the mirror during Katakuri fight so they couldn't attack the weak members of his crew then pretending to be okay so they didn't worry about him and they got on with escaping.

- Telling Jimbei he was his captain and that he ordered him to survive no matter what.

Luffy and Zoro's character developments look a lot different because you cant do a like for like with them.

How is that growth for Luffy?

How is that growth? When was the point he didn't stopped someone because another deserved the first hit and since when is this a thing? Scabbards didn't deserved first hit on Kaido. They didn't even deserve to face Kaido.

That was a cool moment of Luffy but not a growth. He is always like that. At least since Rob Lucci I remember he doing the same thing. Exception being Kuma when he was already way passed on his limit and Doflamingo when he was trapped inside coliseum.

- Telling Jimbei he was his captain and that he ordered him to survive no matter what.
Okay maybe we can call this a grow since he never did that kind of thing before although a little out of his character but that what growth means.

We can clearly see Zoro character changing from pre-timeskip to post-timeskip when Luffy remains the same from chapter 1.

Zoro just got more boring that's not growth that's actually the opposite
