Oda made Garling and Blackbeard's father Xebec enemies, but that lead to Garling learning about the power of Davy clan and what they could actually accomplish (potentially taking down Imu).

The thing is that the only 5 Elders and Holy Knight from the Government that's portrayed here are Garling and Shamrock:

ALthough the Shamrock is not certain, most likely that's him.

If we think about Shanks and Shamrock/Garling as good and evil sides, and since Shanks is ally to Luffy, only make sense that Shamrock/Garling should be ally to Teach.

If Garling and Shamrock are planning to replace Imu, then they need help. Blackbeard pirates are perfect for this.

Who actually told BBP that Saturn will be in Egghead? Without an inside knowledge from the higher levels of the Government, BBP couldn't know this.

Perhaps Garling told BBP, and Devon went to copy Saturn knowing that if Saturn fails he isn't coming back alive and Imu will replace Saturn with Garling.

Another interesting thing is that the people made theories for years about how Blackbeard wounded Shanks, theories about Cerberus DF. Oda probably heard about this, because it can't be coincidence that Cerberus DF ended up in the hands of Shanks's evil twin of all people.

Oda perhaps can make Garling (who has ambitions to be King of the World perhaps) and Cerberus DF user Shamrock ally to Blackbeard, which would create a history, a story and also flashbacks about Blackbeard when Oda decide to focus on him.

That doesn't mean he is dumb enough to not make business with them if they are strong enough.

He should be smart enough to know he needs help from non CDs if he wants to succeed on replacing Imu's position or if he wants to get free from Imu's control.

Garling and Shamrock have gotten pretty much everything a person can desire from Imu. Money, immortality and the ability to do whatever they want. If it weren't for what Imu gifted Garling, he'd be dead on GV. They now even have political power. Why exactly would they throw that away? You don't exactly have to be a genius to realize that Blackbeard represents the opposite of everything they stand for, and isn't even a good faith actor to work with.

Using a generic hype panel of important characters(where Sabo and Dragon are both shown, btw) as somehow more important than actual character motivations and interactions makes no sense to me.

They can get killed, they know even Harald get killed, if they know a huge battle is near then they are in danger as well. They know Imu will throw them away in front of his enemies to get killed. And except for 5 Elders, HKs and Shamrock knows he can die from old age.

Even if we assume Garling is ok with being one of the long living minions of Imu, then Shamrock probably won't, he might desire to live long as well.

Also they know Imu can take their powers away and kill them whenever they want as it happened with Saturn. They also know that, they have many reasons to try to be no. 1 instead Imu.
