Don't downplay Pica, he's stronger than YC2 Smoothie that who i only remember by is failing to cut a door or running away with those long legs of her which many adore.
Sadly, he's really overratted by many people. Plus they forget that the location of the fight would handicap Pica since WCI isn't a stony Island and that he's very reliant on his df.

I don't know if location matters too much. All islands are composed of rock, so Pica will eventually be able to make a massive golem. It's just the fact that Smoothie should be capable, at the bare minimum, of what Dressrosa Zoro was in order to isolate Pica. It might be easier thanks to her ever-growing size but I don't see a Mid High Tier, same level as Pica's boss, being completely unable to deal with an opponent like this.

The amount of stone that Pica would be able to use there would be risible compared to the amount he can use in Dressrosa. Besides since Smoothie's df absorb water she would likely just use her df to turn any Golem that Pica would use into sand like Crocodile would.
Pica's chances of winning are as high as Zoro's chances of not getting lost in a jungle.

When Big Mom unleashed her Strong nation, we saw earth torn up, not some confectionery. The landscape Pica fights at won't make a difference unless it's desert, a boat or in some glacier.
WCI is made of earth, grass, cake, biscuits and wood much more than of stone. Plus even in a stony location I don't think that Pica would be able to win either.

I think you're pulling hairs considering that stone/rock are nebulous, non-descript terms for earthen materials.

Pica was shown manipulating the Palace, the rocks/surface underneath Dressrosa, and even incorporated towns into his make-up. I'd be surprised if they all had the same make-up.
