Yeah that could work too, only reason why I mentioned Akainu's fruit was because Oda in a SBS confirmed Akainu's fruit being a stronger version than Ace/Sabo's fruit.
Pizarro isn't in Dressarosa and your scenario is completely one sided in Pica's favor, imagine all that weight and power crashing down on Pizarro while nothing he does affects Pica.
Yeah Pizarro's devil fruit might have a huge flaw but it is still a more better and stronger version than Pica's devil fruit, there is a difference between controlling an entire island and controlling stone.
Saying Pica's fruit is better than Pizarro's fruit is like saying Monet's fruit is better than Kuzan's fruit or that Sabo's fruit is better than Akainu's fruit.

Pica's DF has no weak spot other than being without stone which rarely any island is.
Pizzaro's damage transfer is such a bad trade-off that it makes Pica's DF look godly.

You went from Queen is strong to Queen might be weaker than WsW ,Pica etc...because he fought Sanji
You went from BM is powerful to BM is weakest top tier because she fought Kid and law
Now Pica has better fruit than Pizarro because you believe Pizarro would fight Sanji
go back and see the establishing shots of Dressrosa and how some parts of the structures compared to the characters, i know Oda is bad at scaling but Dressrosa was a huge island, bigger than Hachinosu
