General & Others PK and his top three were all blade users yet not a single black blade

It really does not matter what sort of fighting style someone uses.
Its possible to become one of the strongest characters ever with just bare fists too. As seen with Garp.
It still rubs me the wrong way that out of all the OP top dogs Garp was the only one who managed to run on his haki alone.
No cheap tricks. No weapons. No Devil Fruits.
Everyone else has a weapon of some sort, a Devil Fruit and some even both.
prime Garp could solo guys like Kaido which took Luffy a group effort and a god Devil Fruit to accomplish.
Luffy will become on of the strongest in OP ever. If not the strongest.
Now remove the fruit from him and what is left? A high tier or low top tier at best. This goes for guys like Zoro too. Take the sword away and hes half the fighter he could be.
Garp though? He is the only true legit OP top tier. Its kind of insane, actually.
tl;dr fighting style does not matter. Oda will make anyone as strong as the need to be regardless

A fruit also takes time to use properly. Especially for a fruit like Luffys that is initially ill suited for combat.

I don't know if you can say that. The argument that they didn't bother hence why they don't have it not only devalues the significance of a black blade but it is also a bit contrived coz we know that they are competent with the sword.
You can make that argument for someone like Linlin who wields a sword like a friggin club lol but not the likes of Roger, Shanks etc.
Moreover, correct me if I'm wrong but I vaguely remember Tenguyama stating that Oden could've potentially also awakened a black blade if he lived long enough to.
So imo there has gotta be a restriction or criteria for Black Blades irrespective of strength that people like Roger, Ray, Shanks didn't fulfill hence why they don't have it. As Roger clearly didn't lack strength.

In addition to Haki proficiency (be it CoA, CoC or both), I think a user's relationship with the sword is probably going to turn out to be a significant factor with regards to whether a blade can turn black or not.

surely can be strong but it is the most inferior combat style.When you compare to things like Akainu's magma, Kizaru's lasers, Magellan's poison and so on, bare fist's capability of inflicting damage is the lowest. And then, there are forgers of meitos who take pride in their creations being as good as it gets at killing.

The others don't have the same love for swords as Mihawk and Ryuma.
They keep their swords in pristine condition 24/7, make clean and refined swift cuts and blitz through opponents before they even realize it clearly hinting some sort of max level haki (we've seen how haki inducing Enma is).
I don't think we've seen anyone fights like that except Shanks who gave up trying because of the arm.
