General & Others PK =/= Strongest in 1v1

Roger wasnt any stronger when he became PK than he was before he become PK. There is no PK tier. 
Clash with Whitebeard shows him far from strongest while at the same time shows WB holding back his DF powers.
Never was he portrayed as superior to Whitebeard, the man who had WSM title before Great age of Pirates.

Last chapter managa told us that the people considered him the PK.
He conquered the seas ,he traveled the world* but in any part they say he defeated "X" they don't even consider strength to calling him PK.
Akainu is weaker than Roger yet he can also became PK in a year if he wanted according to Oda....
PK is a title of an achievement so far political .
Does it require strength damm well it does but is needed to be the strongest not really.

Manga told us back at Saboady people considered him PK. Exactly what is new about this? Manga told us in chapter 0 people started calling him PK after he went to Raftel.. exactly what did the last chapter tell us that we didnt know already 500+chapters ago?

And you're taking it out of context. Sakazuki if he started off as his present state, as the main character would be PK within a year.. which is logical, considering majority of the manga is spent on puffy reaching top tier level.

His capacity to make allies is what helps him.
Heck Mihawk didn't say he has the strength to be the next PK but that he has the ability to make allies which is far better.

I do think that Roger would be able to defeat Big Mom, Shanks, BB, Shiki in 1v1 but he wouldn't be able to defeat Wb, Kaido, Rocks, Garp which even though dosen't make him the strongest but surly makes one of them.

Exactly, Luffy talks shit since xhapter 1. He doesn't know the future or does he do exactly everything he says. Luffy will probably not beat up Fuji. He doesmt need too.

The vivecard said WB was the strongest even before the Great pirate era. Roger was literally getting sicker and sicker by the day. Just like how WB was getting sicker and showed the effects of this. He was getting his ass beat in Marineford until he snuck Akainu.

Luffy will be King of "Worst Gen Era" , with Teach & Kidd being close.

The only character known to be PK level due to sheer power, is Sakazuki. While Roger was gifted 3 poneglyphs, Oda said that Akainu's power would allow him to accomplish the same. Probably by destroying every Yonko. But since he is not the protagonist, he falls under the authority of the Gorosei, who don't want him to wreak havoc. They might want to find raftel themselves and not have Akainu a) either figure out the whole story or b) have him accidentally destroy the island. As a protagonist however, Akainu would've nothing to lose. He would destroy the Yonkos and the WG alike, and turn the world into a Marine HQ.
