I know for a fact that my logic is indeed not common, but it is solid. Not every culture developed monarchy. It was often spread through violent conquests. Did you know that the word for king in Slavic languages goes back to the name Karl? Charlemagne = Karl the great. They didn't have this concept before romanized Germanic raiders forced it onto them.
