Let me break it down more why Queens plan to keep everyone on one floor is bad
That would mean Queen and King would have to contest with Luffy, Zoro , Sanji, Jimbei and the rest of SH's, Drake, Hyo and Yakuza boses, Marco and god knows who else.
There is no way in hell King and Queen would be able to contain those power houses. Kind and Queen would be decimated so bad and then what? You have an entire army consisting of best of the best Alliance has to offer with no resistance just ready to take on Kaido.
If Queen was any smart he would let people go to Kaido because that is a death sentence.
So queen plan of keeping everyone at one place was really really bad and he was damn lucky some managed to slip away.

I would much rather have a WCI 2.0: Eletric Bogaloo, the return, than this piece of trash japanese wanking Oda is doing.
Seriously. Wano is the cringiest place Oda has ever created. EVERYTHING and EVERYONE in Wano is GREAT AND OMG SO GOOD, the villain in Wano is THE STRONGEST, Oden is BLA BLA BLA.

Wano is MAYBE going to be the ONLY arc that I legit DISLIKE in One piece in general. Some random cool moments are NOT enough to make a GOOD ARC overall.
Dude is fucking focused on wanking as hard as he can his own "country" inside the story, that he goes complete "moron mode" writing it down.
At this point, I'm just hoping to see some cool fights and that's it. The story itself is garbage tier.
The freaking virus killing everyone there, foes and allies alike would have been the dream.
Queen tried to save us all from this trash "raid". Unfortunately, the Deus Ex Machina for the little reindeer was too strong for Queen to handle.

Those were expendable troops. Failures that could no longer eat a DF, or fodders that they no longer had Smiles available to feed to. As Queen said, all of those are replaceable. They only become formidable opponents for the Samurai if infected with the Plague.
The Plague can also affect you regardless of your strength. Defeating Queen does not stop the Plague, and even Luffy, Zoro or Sanji could fall prey to it while trying to help their infected friends.
Regardless, for these characters it served more to delay them from reaching the roof.
Becuase of Queen, Kaido needed to fight only the Scabbards without them getting reinforcements before their defeat.
Because of Queen Luffy and especially Zoro might have not made it to the roof in time, having it so that Kaido + Big Mom get to only fight Kidd, Law and Killer for a while, maybe even defeating them before Luffy and Zoro get up there.
The Plague can also affect you regardless of your strength. Defeating Queen does not stop the Plague, and even Luffy, Zoro or Sanji could fall prey to it while trying to help their infected friends.

If you gave any of those people Ice Oni they would literally trash the place. Can you imagine Luffy, Zoro or Sanji with Ice Oni? They would be above their prime
If Kaido lost that many people he would also loose balance of power. Say what you want about fodder but they keep other people busy. You can't have a pirate crew with you and 3 people

Still Wano is not that bad as people are making out to be, it's just a bit too long and draggy so far as an arc per One Piece standards.

First of all, it's funny how Jack get's praised for stalling the fodder minks and not letting them jump Kaido, but Queen stalling way stronger opponents would be considered a downside 
It helps Kaido not to have to face everyone at once. That's why he has powerful subordinates under him, otherwise he would just be a one man army. You arguing as if King and Queens role should be to open the door and show everyone's the way to Kaido, so that he can put in all the work

Kaido already is so strong he wrecked all scarabs with ease. Throwing Luffy or Zoro there wouldn't do much really. And if you will say otherwise then thats a hard kap.
And fodder against Kaido make no difference. He would blast them with AoE.
Everytime Jack tries but he always ends up with an L, people overrate his feats

That's why he's called Jack the Drought. It's because he'll make his opponent so tired and dehydrated from facing him, it'll feel like traversing a great desert from thrist.
It's just my speculation on why he's called the Drought. Because so far he hasn't shown anything that may have something to do with it. 
Unlike Jack, Queen has shown why he's the plague.
King the Wildfire eventhough he too still didn't show any moves that relates him to fire so far but he's is literally on fire so at least we have that in his favor.
