Honestly aside from WB being epic and Ace dying Marineford was a meh tier arc by OP standards. And WCI don´t deserve such a high score due to the mishandling of Sanji, the germa and a decent chunk of the BM pirate crew.
These are all my opinions, so I won't get into a back and forth, but here are my positions:
Marineford fleshed out the world and scale and set up so many things, it's a feat of manga engineering with all the moving pieces, WB's charisma was amazing and Luffy/Ace/Garp's story was magnificent. I could understand downgrading it to a 9 as it probably doesn't quite match up to some of the other 10s, but it is perfect for what it is.
There was no mishandling of Sanji in WCI, having a shoe-horned 1vs1 didn't make sense narratively, and him having some haki blooming moment while Zoro was chilling would mess up their equality of strength.
WCI has some of the best emotional moments post skip (I can't be pirate king without you, luffy trying to rip his arms to free, Pedro and Roger talking about ushering in a new age), and the best fight scene in all of One Piece and one of the best antagonists in One Piece.
WCI has some of the best hype moments in One Piece, with Brook's clutch moments standing out, Big Mom being stronger than a giant warrior at 5, Big Mom eating people unknowingly in her backstory, Jinbe defying Big Mom, Luffy demanding Jinbe return alive even if it kills him, Luffy calling Big Mom a sore loser, Luffy recognizing that he must ascend by fighting greater foes, Luffy destroying the mirror to protect his crew, Luffy unlocking future sight, Luffy getting credit for it all. The sheer emotional roller coaster this arc takes you on is insane.
When I read it weekly it was meh to me, but re-reading it and watching the anime have cemented this as my favorite post-ts arc so far.

Just because Katakuri isn't evil doesn't mean he wasn't in Luffy's way, both literally and figuratively.
