As long as you agree that Alabasta, Skypiea and Water Seven/Enies Lobby are the top tier arcs and Marineford is one of the most overrated shonen arcs ever we are good.

Honestly aside from WB being epic and Ace dying Marineford was a meh tier arc by OP standards. And WCI don´t deserve such a high score due to the mishandling of Sanji, the germa and a decent chunk of the BM pirate crew.

It's abundantly clear that Oda came up with this idea very late and just somehow forced it in.
The fight itself has zero buildup, no emotional impact whatsoever (heck, Katakuri himself was introduced very late in the arc) and isn't even properly executed. A fight over 15 chapters, with Katakuri completely toying with Luffy for like 14 1/2 chapters and Luffy then somehow winning in 1/2 chapter (aka like 5-10 on-screen punches) in the end.

These are all my opinions, so I won't get into a back and forth, but here are my positions:
Marineford fleshed out the world and scale and set up so many things, it's a feat of manga engineering with all the moving pieces, WB's charisma was amazing and Luffy/Ace/Garp's story was magnificent. I could understand downgrading it to a 9 as it probably doesn't quite match up to some of the other 10s, but it is perfect for what it is.
There was no mishandling of Sanji in WCI, having a shoe-horned 1vs1 didn't make sense narratively, and him having some haki blooming moment while Zoro was chilling would mess up their equality of strength.
WCI has some of the best emotional moments post skip (I can't be pirate king without you, luffy trying to rip his arms to free, Pedro and Roger talking about ushering in a new age), and the best fight scene in all of One Piece and one of the best antagonists in One Piece.
WCI has some of the best hype moments in One Piece, with Brook's clutch moments standing out, Big Mom being stronger than a giant warrior at 5, Big Mom eating people unknowingly in her backstory, Jinbe defying Big Mom, Luffy demanding Jinbe return alive even if it kills him, Luffy calling Big Mom a sore loser, Luffy recognizing that he must ascend by fighting greater foes, Luffy destroying the mirror to protect his crew, Luffy unlocking future sight, Luffy getting credit for it all. The sheer emotional roller coaster this arc takes you on is insane.
When I read it weekly it was meh to me, but re-reading it and watching the anime have cemented this as my favorite post-ts arc so far.

Just because Katakuri isn't evil doesn't mean he wasn't in Luffy's way, both literally and figuratively.
Wano is clearly the worst arc. 75 chapters of boredom, the only thing i wouldn't change is Queen (except for his super meh fruit ).
Oda has just made the worst possible decision in any single scenario
Impel Down is definitely the best. Luffy lost his crews and the only ones he can depend on are people who were used to be his enemies to help him.
Nice to see the return of Crocodile. Jinbei's introduction is nice. He's the only warlord that's honorable beside Mihawk.
I think Luffy and his Impel Down co are like SH version 2. Mr.1 and Mr.2 remind me of Zoro and Sanji. Buggy and Mr.3 remind me of weak trio.
Also the introduction of Magellan. Luffy was really helpless in this arc and had to run away from the main villain. Never seen that with other arcs beside Sabaody.
It's great when former enemies help you to achieve same objective.
Well...I will use some copy-pasting from your post but let's see:
Romance Dawn: 6.0/10 (Morgan was underwhelming as hell and Helmeppo was annoying as villain)
Orange Town: 9.5/10 (Buggy was so much better as a villain. Zoro/Luffy dynamic and Nami's perplexed dialogs were golden)
Syrup Village: 7.0/10 (I didn't exactly like Ussop and Kaya's story at all but Kuro was a cool villain)
Baratie: 9.0/10 (So much happened in Baratie. It was the first time it felt that the plots can spread through multiple arcs. Mihawk's appearance made the World so much bigger and Sanji was so cool).
Arlong Park: 10/10 (Probably the best arc in the entire series. It had everything. Arlong Park arc is what hooked me into OP).
Loguetown: 7.0/10 (It was quite boring for me. Dragon's appearance didn't do anything for me at the time too. Smoker was cool but the story itself didn't seem to progress that much).
Whiskey Peak: 6.0/10 (Boring arc saved by Luffy vs. Zoro and Miss All Sunday)
Little Garden: 7.5/10 (It was a lot of fun. The Mr. Prince activities from Sanji, Zoro deciding to take a cool pose when dying or attempting to cutt off his legs were great moments).
Drum Island: 9.0/10 (Amazing arc. Luffy climbing the icy cold mountain and Dr. Hiluluk's flashback really hit me so well. Other than crappy villains, it was fantastic).
Alabasta: 9.5/10 (Oda did a great job with the first portrayal of a Shichibukai. He also did a great job of portraying Alabasta's conflicts, specially Bibi's desperation).
Jaya: 10/10 (Finally, the world was getting unveiled and it was amazing. Blackbeard's first impression was very well done).
Skypeia: 9.0/10 (I watched the anime, so it dragged less for me. The new setting was actually a true adventure and it was lovely. Plus Nami was getting a lot of highlights which was fantastic and Enel was a menacing villain).
Foxy: 4.0/10 (A complete nonsense. I prefer not to remember).
Water Seven: 10/10 (It was a great arc with a plot of mystery with underlying inner conflicts within the SHPs).
Enies Lobby: 9.5/10 (It was going very well but the ending with Merry Go felt weird. Who cares though? We got Lucci vs. Luffy).
Thriller Bark: 8.0/10 (Okay...so for most part, TB was fine. But it really lacked a dominating villain till Kuma decided to take action. Oda tried the horror route and it didn't work out).
Sabaody: 10/10 (The Celestial Dragons, SNs and Kizaru made it into an amazing arc).
Amazon Lilly: 8.0/10 (It was good. And there was Marguerite, I can't complain).
Impel Down: 9.0/10 (If not for anything else, it should be at the top for Bon Clay).
Marineford: 9.5/10 (I was annoyed with Admirals, Garp and Sengoku taking little action and WB standing for a significant number of episodes, but I understand the reasoning now. Overall, the War arc was fantastic).
Post-war: 9.0/10 (Luffy-Ace-Sabo flashback was golden).
Fishman Island: 5.0/10 (What a boring arc. Hody was trash and I don't like Jinbei that much to begin with).
Punk Hazard: 8.5/10 (Law made the arc so much more interesting. Plus the bad taste of FI made this one comparatively God gifted).
Dressrosa: 7.5/10 (So much dragging!! Doflamingo carried the arc by himself. But the story was well constructed with less BS than FI. The Curly hats separation moment was so exciting)
Zou: 8.5/10 (The begining of the Yonkou saga was on fire with info on the Poneglyph, Wano, BM, Minks and so much more).
Whole Cake: 5.5/10 (Stupid Wedding cake).
Reverie: 10/10 (Yes!! We have been waiting so much for this. Let's have this arc continue for another 20 chapters. Wait?!! What?!! Wano?!! Noooooo!!!)
