Hody is an empty villain, moved by no personal wound, if not the need to impose himself and his culture over that of others. It worked perfectly in the contest of the discrimination against the fishmen, and in the broad cycle of hatred that feeds on hatred.
IMO, since the WG was said to fear Wano so much, a local Wanonese "tyrant" would've better fit the bill. Not a Doflamingo who wants to subjugate the samurais, but a just daimyo who's motivated by the centuries-long prophecy to keep the borders closed against the WG. He'd still clash with Luffy over their own definitions of freedom, but he wouldn't be a villain, and he wouldn't need dethroning. He'd be the reverse of Hody: he sees the cycle of hatred and keeps Wano sealed from the rest of the world so it doesn't consume his country, too.
You could spice the arc by having two intruders: the SHs as adventurers, and the BMPs as potential invaders, seeking both Pluton and revenge against Luffy.
The two, Hody-Daimyo, would've nicely bookended the New World Saga, leading then to the Race for the One Piece--maybe having the SHs actively seek VP out as a countermeasure to Pluton's reawakening.
This. BM was absolutely unnecessary for Wano. One arc with her was more then enogh. Some people really wanted to see her for THIRD arc (Elbaf) as the main antagonist, like holy fuck.
