I think i've figured it out..

Rocks' '' Sword Skill '' akin to a Hammer or a Canon fire, '' it blows everything in the Surrounding vicinity Away ''..

I didn't think it was connected, but Harald and Rocks' Clash is tied to Rock's Sword Skill attack versus Loki panel just above..

The Blowing away of everyone within a 5 Kilometer radius is entirely Rock's own doing and his power..
It's due to the clash but Harald has no involvement in that..


In fact i think he has a Devil Fruit and he's able to Blow Away anything, a Blowing Away Human.. I don't know how it translate to Devil Fruit names, but i'm fairly certain that in the first Loki panel, he channeled his Devil Fruit power through his Blade like Fujitora..

Rocks literally Blew Away the Gate of Justice..

Edit: One more thing, the 5 Kilometer Radius specifically mentions '' Everyone '' being Blown Away, meaning '' People '' and not '' Everything '', this most likely implies that the Clash was base CoC and Rocks Coupled his Devil Fruit power to his CoC wave, so instead of people passing out as when CoC is used, they were Blown Away instead..

Might be possible, though the buildup to the attack showed ACoC (looked diverging type to me) so I wouldnt count on it being a DF power and the clash had the typical super lightning shown for ACoC clashes.

Rocks even told Harald to angle his next attack towards the town meaning after the first clash any subsequent clashes were to destroy and create chaos so they can escape together.

Maybe, I mean the scene is being narrated by the story narrator and not from the perspective of some character to which we can attribute a flawed observation like Nami saying Luffy and Zoro were getting overwhelmed while in the manga Zoro just stepped in to block a slash and when they got serious Gaban gave up.

I think Rocks was very clear and the guy is real sharp, he quickly assessed the situation and came up with a solution to benefit both him and Harald. Destroy the way which the chasers will come through so as to stall them and then run away in the mean time. Its the classic escape technique.

I dont think it is just Rocks doing, it is a side effect of the clash, Whitebeard vs Roger did the same.
The whole island was getting blown away from their clash.
Rocks would strictly blow things away in front of himself and not in a radius which includes behind him which we can see is not happening against Loki.

In Whitbeard and Roger's clash, the distance radius of the Clash wasn't emphasized by the narrator, here it was..

And against Loki, the narrator mentions that it Blew everything away in the vicinity, so yeah in every direction.. The correlation between the 2 is too important for it to be a coincidence..

You're omitting the part where it says that it's '' Blowing everything around '' in both cases in the same chapter..

Uh.. I don't know maybe to not reveal Rocks' Devil Fruit right away in the same chapter and keep the mystery going before revealing his Devil Fruit, the same way they didn't say that the Gate of Justice was '' Blown Away '', it was destroyed..
